A house in multiple occupation (HMO) is a property rented out by at least 3 people who are not from one ‘household’ (for example a family) but share facilities like the bathroom and kitchen. A landlord who wants to let a property as an HMO in England or Wales must contact the local authority to check if a licence is required. Easy to follow rules are as follows:-
a licence is required if rented to 5 or more people who form more than 1 household
A household is either a single person or members of the same family who live together. A family includes people who are:

Married couples or couples living together as married (including people in same-sex relationships)
